The detection of H5N1 avian influenza in New Zealand has understandably renewed public concern. The confirmed detections to date have involved wild birds, including a seabird and a raptor believed to have become infected after feeding on carrion. While these findings deserve careful attention, they should not automatically lead us to assume the worst. Good biosecurity is built on preparation, sound science and measured judgement-not fear.
Avian influenza is not a new disease. Wild birds have carried influenza viruses for thousands of years, and outbreaks have occurred periodically around the world. What distinguishes the current H5N1 strain is its unusually wide geographic spread and its impact on both wild bird populations and commercial poultry. It has also infected a number of mammal species overseas, making it a virus worthy of close scientific monitoring. At present, however, sustained human-to-human transmission has not been demonstrated, and the risk to the general public remains low.
As further detections occur, New Zealand will inevitably face difficult management decisions. Wildlife rehabilitation, poultry farming and biosecurity surveillance will all require careful oversight. There may also be calls for temporary restrictions around affected breeding colonies or sensitive wildlife areas. Such measures may sometimes be justified, but they should always be based on clear evidence that they will materially reduce the spread of disease rather than simply demonstrating that “something is being done.”

History reminds us that emergency measures can sometimes outlive the circumstances that created them. Temporary restrictions have a habit of becoming long-term arrangements unless governments and agencies commit to regular review. Public access to conservation land is an important national value, and any limitations on that access should be transparent, proportionate and removed once they are no longer necessary. Restrictions should be judged by their effectiveness, not by their visibility.
New Zealand has every reason to remain vigilant. Monitoring wild bird populations, investigating new detections, strengthening border biosecurity and supporting ongoing scientific research are sensible and responsible responses. Just as importantly, agencies should explain what is known, what remains uncertain and why particular management decisions are being made. Public confidence is strengthened when evidence is shared openly rather than assumed.
H5N1 is a genuine issue deserving careful attention. It is neither a reason for complacency nor a reason for alarm. The real test is not whether New Zealand responds, but whether every response remains proportionate to the evidence as it evolves. Protecting our wildlife and protecting public confidence are not competing objectives. Both depend upon calm judgement, transparency and a willingness to adapt as new knowledge becomes available.
A lot of guesswork at the moment.

H.L. Mencken’s famous quote about politics and imaginary “hobgoblins” is a biting critique of how governments use fear to control citizens.

Not only is “fear a factor” in political tactics used against the people but is a reason bureaucrats are kept in a job. Think sbout it.
