The New Arms Act: What Happens Next?

The passage of the Arms Act 2025 marks the most significant rewrite of New Zealand’s firearms legislation in more than four decades. While the legislation has now received Royal Assent and become law, most of its provisions do not take effect immediately. Instead, the new regime will be introduced progressively over the next eighteen months, giving firearms owners, clubs, businesses and the regulator time to prepare.

The staged implementation means there is no single day on which everything changes. Different parts of the Act commence at different times, while a small number of provisions will only come into force after further regulations are made. For lawful firearms owners, understanding this timetable is just as important as understanding the legislation itself.

Royal Assent – July 2026

The Arms Bill completed its passage through Parliament and received Royal Assent in late July 2026, becoming the Arms Act 2025. Although the Act is now law, most of its operational provisions are deferred to later commencement dates.

23 September 2026 – Main commencement

This is the principal commencement date.

Most of the new Act comes into force, including the new licensing framework, transitional provisions, updated regulatory structure, manufacturing provisions, offences and penalties, and many of the day-to-day operational requirements that replace the Arms Act 1983. Existing firearms licences continue under transitional arrangements while the new system is implemented.

23 July 2027 – Ammunition sellers

The next stage focuses largely on businesses selling ammunition.

The new regulatory requirements for ammunition sellers commence, bringing this sector under the new legislative framework established by the Act.

23 February 2028 – Final major implementation

The final scheduled commencement introduces a number of specialised provisions, including multi-user agreements for approved animal and biosecurity controllers, changes affecting visitor licences, permit-to-import arrangements, storage of vital firearm parts, health-related licence suspensions and several other administrative provisions.

By this date, virtually all of the new Arms Act will be fully operational.

Later by Order in Council

A small number of provisions will not commence automatically but will instead be brought into force by Order in Council once supporting regulations and systems are ready. This allows the remaining parts of the Act to be introduced only when the necessary administrative arrangements are in place.

What should firearms owners do now?

For most licence holders, there is no need for immediate action simply because the Act has received Royal Assent. Existing licences remain valid under transitional arrangements while the new framework is progressively introduced. However, firearms owners should take the opportunity over the coming months to become familiar with the new legislation and watch for advice from the Firearms Safety Authority as each implementation date approaches.

The new Arms Act represents a substantial restructuring of New Zealand’s firearms law rather than a single overnight change. Understanding when different provisions commence will help lawful firearms owners adapt confidently as the new system is progressively introduced over the next eighteen months.

    This overhaul was long over welcomed by all law abiding firearms owners and I would think the police themselves will be happy that changes will be positive and free them up from a problem that was fast getting out of hand
