When “DOC Science” Becomes a Single Narrative

Recent sponsored content from the Department of Conservation highlights the role of snapper in restoring kelp forests in the Hauraki Gulf. The ecological relationship is presented clearly: larger snapper consume kina, reducing grazing pressure and allowing kelp to recover. That linkage is well understood and supported. The broader issue sits in how that science is presented.

What changes is not the validity of the relationship, but the way it is framed. The narrative focuses on a single pathway - protect larger snapper, reduce kina, restore kelp. Other contributing factors, such as sedimentation, water quality, habitat structure, and wider fishing pressures, are largely absent. Taken together, a complex system is presented through a simplified lens.

This shifts the focus from ecology to messaging. Ecosystems are shaped by multiple interacting influences, and outcomes rarely depend on a single variable. Where one factor is emphasised above others, it can give the impression of a direct and reliable solution. In practice, responses are often conditional, location-specific, and influenced by factors beyond predator-prey relationships.

There is also a question of purpose. Sponsored content is designed to inform, but also to encourage support for particular management approaches. In this case, marine protection areas are positioned as a key mechanism to rebuild fish populations and, by extension, restore reef systems. That may be part of the solution, but it is not the full system.

The wider pattern is familiar. Scientific findings are translated into public messaging, and in that process, complexity is reduced to improve clarity. That can be useful, but it also carries risk. Where simplified explanations become the dominant narrative, other important drivers can receive less attention in both discussion and policy.

The principle is straightforward. The issue is not whether the science is correct, but whether it is being presented in full. Where complexity is reduced, expectations of outcomes can become equally simplified.

This is not about rejecting the role of snapper, or the value of protection areas. It is about recognising that marine systems respond to a range of influences, and that management decisions are more robust when they reflect the full picture rather than a single narrative.

    The science may be sound, but the system it sits within is more complex than any single explanation can capture.

    Ecosystems rarely respond to a single lever. Even where one factor is important, it operates alongside others that may not be as visible or as easily communicated. A more complete picture tends to produce more consistent outcomes over time.

    There is a difference between explanation and prescription. Explaining how a system functions is one step. Using that explanation to support a particular management approach is another. Both are valid, but they are not the same. Keeping that distinction clear helps maintain confidence in how information is being used.

    Large, older fish clearly play a role in reproduction and system balance, and their protection has merit. However, predator-prey relationships operate within broader environmental conditions. If those conditions are not favourable, recovery may be slower or uneven. Linking outcomes too strongly to a single mechanism can make it harder to recognise where other constraints are limiting progress.

    Simplification is often necessary when communicating complex ecological systems, but it comes with trade-offs. Clarity improves, but detail is lost. Where that simplified version becomes the dominant narrative, other drivers can receive less attention in both discussion and management. That does not make the message incorrect, but it can make it incomplete. Over time, that distinction becomes important.

    If the outcome is presented as largely dependent on one species, it is worth asking what happens when that outcome does not materialise. Systems as complex as the Hauraki Gulf rarely respond in a straight line, and expectations built on a single pathway can be difficult to unwind later. The science itself may be sound, but when it is translated into a clear solution, it can create a level of certainty that the system does not always support.

    I guess that is why the RMA 1991 was so insightful and to governments and users of natural resources so unwanted.
    The RMA was both effects based, and recognizing complexity, included the precautionary principle.
    When the Ashburton Lyndhurst Irrigation Limited consents were found to have been illegally renewed by ECan despite adverse effects, Chris Bishop’s “down and dirty” response was to remove S. 107 of the RMA. (the “effects” Section).
    All the problematic ALIL consents have now been renewed based on bureaucratic responses rather than science.
    The consent renewal is based on a higher level of (self audited) Farm Environmental Plans. This of course is a political solution and is not remotely science based.
    These FEPs will not mitigate the pollution from intensive irrigated dairy farms, they were never likely to, but the un-managed adverse effects have now been “documented” in order that the agricultural economy can roll on regardless.
    Just wait until Chris Bishop publishes his NPS FM and NESs “bottom lines”.
    My AI search suggests the “bottom line” for NO3-N will be 11.3 mg/L.
    Put authority for resource consents in the hands of rural Combined Territories Boards and its problem solved for Ag economists and NZ Inc. who operate on private profits/public pollution.
    (Of course a veneer of cover will be provided by well paid “independent commissioners”).
    Past actions of Ecan Councillors from the rural wards are proof of this.
    Sadly not so for the health of NZ Environments for present and future generations.
    “Sustainable management” = economically sustainable management!
    This is is why the Coalition Government is “waging war” on the environment.
    Wind up the Mfe. Remove public funds that used to support environmentalists in the Courts. Deregulate environmentally destructive farming practices such as winter grazing. Open cast mine the DOC estate.
    Half truths and PR spin are all it takes.
    At another level it is fair to blame the scientists, after all they have sold out due to “agency capture”. (We all prioritize earning sufficient “thirty pieces of silver” to meet our basic needs).

    It is but not by all. My impression of the Ministry of Fisheries is they do not understand predator-prey relationships and basic food chains. I find it both incompetent and frustrating.

    I remember many decades ago when toheroas were abundant along Kapiti coast. The government’s fisheries boffins (Marine Department it was called then) overfished the snapper which in turn preyed on paddle crabs which in turn preyed on toheroa.
    Remove the snapper, crabs proliferate and toheroa get over-predated.
    Don’t government scientists understand food chains and predator-prey links?
    Today yoiu see the same lack of understanding with over-fishing but also in issues like 1080 poisoning where rats are heavily removed but 10% survive.
    Those ten percent survivors then as Nature dictates go into high gear in breeding and the whole food chain gets disrupted with three years later, three times more rats.

    Rex Gibson pin pointed the problem with “blind greed and a commitment to an economic direction no matter what.”
    Economic policy and a blind adherence to GDP and growth for growth’s sake impact heavily on the environment and resources.
    When myopic ministers like Shane Jones and Christopher Bishop set the course there is a compete lack of lateral vision.
    And from the economics viewpoint, it’s a failure anyhow with trade deficits (losses) year after year and increased debt year after year.
