Fast-Track Dams: What Comes Next?

New Zealand First’s proposal to establish a one-stop shop for irrigation dams reflects a growing recognition that water storage will become increasingly important as the country experiences more frequent droughts and more intense rainfall events. Capturing water during periods of abundance and releasing it during dry seasons is, on the face of it, a sensible strategy. The real question, however, is not whether we should build more dams. It is what happens once the water is stored.

Supporters often point to Canterbury as the model for the rest of New Zealand. There is no doubt that irrigation has transformed the region’s agricultural productivity and contributed significantly to economic growth. But Canterbury also provides an important lesson in the unintended consequences that can accompany rapid land-use intensification.

Water storage does not, by itself, degrade rivers or groundwater. It is what stored water enables that deserves careful consideration. Greater irrigation capacity often encourages more intensive farming, increased stocking rates and changes in land use. In some catchments these changes have coincided with declining water quality, elevated nitrate levels in groundwater and increasing pressure on freshwater ecosystems. While the causes are often complex and vary from one catchment to another, they remind us that infrastructure decisions cannot be separated from the land-use decisions that follow.

That does not mean irrigation dams should be rejected. Properly planned storage can improve drought resilience, reduce flood impacts, support horticulture, enhance environmental flows during dry periods and strengthen regional economies. These are genuine public benefits. However, the objective should be to replicate Canterbury’s economic success without repeating the environmental challenges that have accompanied parts of its development.

This requires looking beyond the construction of a dam. Every proposal should answer the same questions. How much additional irrigation is environmentally sustainable? What safeguards will protect downstream water quality? How will cumulative effects be monitored? And if water is a public resource, how will its allocation continue to serve the wider public interest?

Fast-tracking the construction of dams may reduce delays, but it cannot fast-track good environmental outcomes. Those depend on careful planning, sound science and clear limits on the activities that follow. Water storage is a valuable tool, but it should never become a substitute for responsible catchment management. If New Zealand is to build the next generation of irrigation infrastructure, we should aim to learn from Canterbury’s successes as carefully as we learn from its lessons.

    The major problem for outdoor recreationists with levels in irrigation dams, is that they go up and down more often than the whore’s drawers. The Opuha dam in South Canterbury is a classic example. In drought years its surface area can go down by close to 90%. When the dam was built lots of picturesque billboards appeared as section close by were sold on the implied promise of water skiing, swimming and fishing. The sea of slippery clay that can greet you on dry years contradicts that. Sadly CSI F&G spent a fortune stocking the lake that disappeared. Fortunately trout are resilient but for boaties and others wet clay is no substitute for water. The dam collapsing at one stage did not help recreation either.

    It is worth noting that the Queen’s Chain does not apply to artificial lakes. They therefore do not automatically become outdoor recreation assets. It’s all over to the resort consent conditions. Collecting kai moana, fishing, boating and even tramping are not a “given”.

    Problem is the current government sees nothing wrong with that if it brings votes.

    they need more dams to feed AI data centers. they need to ensure the returning water is cold as it is used to cool the banks of computers. That is what this bill is about.
